A visa is a formal approval on a passport to show that the government has accepted the passport as valid. It makes one to be allowed to enter his country of destination. A visa normally comes with fees, which one must pay before he is granted. The fees usually depend on the ease by which the government wants people to have in obtaining the visa. Expensive visas are charged on countries that want to restrict more people from coming in. For example, a citizen from a country in the European Union might pay less than a citizen from a poor Latin American country. The fees charged on visas also act as tax that will later be used to improve the infrastructure, such as roads or the airport.
Provision of a visa does not mean automatic entry into the country. A visa is simply like a safety precaution that a country takes to ascertain validity and identity of the person and it can be cancelled at any time. Other requirements, such as lack of a work permit and failed security clearance might bar someone from entering a country. Other documentation takes precedence over the visa when one needs to enter and stay in the country legally.
